IE6 Problem. No Tool bar, address bar, no navigation buttons.

I have a problem with IE 6. I have no Tool bar, no Address bar, and no navigation buttons. There is a very small grey area under the title bar but I can not click on this to bring enable any of the bars.

I have ran the repair for IE6 and tried reinstalling with no help.
 
First, right-click on the toolbar and place a check under these items, if possible.

If that doesn't work, backup the registry and/or export the following keys:
go to Start>Run, type regedit. Navigate to:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Toolbars\Restrictions

Delete these entries:
NoAddressBar
NoToolBar
NoLinksBar

and most importantly:
NoToolbarOptions


now navigate to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
delete the NoNavButtons entry.
