IE6 login window will not load

Am running WIN98 SE, earthlink total access 2005 and ie6. I cannot get login windows to load for secure locations; My Ebay, the banks, things like that. I keep getting the old, "The page cannot be displayed". All other pages display on these sites. I think I've tried almost everything. Has to be a switch somewhere, but I just cannot seem to figure this one out.
