ie6 locked toolbars moving about

Hi

I've tried locking the toolbars on IE6 with one next to the other, but when I open it up again (or even open up a new window) each toolbar is on its own line. Originally it was just when I locked the toolbars, but now it happens even if they're unlocked. How do I stop this happening?

I've got Win XP, IE6 with service pack 1.
