IE6 Links bar disappears

Almost every time I start my PC and load IE6, the Links bar is missing.
If I right click on the tool bar area (or select View, Toolbars) I can deselect "Lock the Toolbars", click the Links bar and it appears on the same line as the address bar.
Then I drag the Links bar down beneath the address bar and then I select Lock the toolbars.
It will stay that way until I reboot.
Any suggestions?
