IE6 Language packs

We're running IE6 English version on a group of XP Pro (SP1) computers. I've attempted to install all languages both through the Regional Options in Control Panels, and by adding specific languanges (such as Chinese) through the Language Preference dialog box in Internet Options.

However, we're getting issues where users are browsing to sites like china.com and are being prompted to install the appropriate language pack (their accounts prevent the installation of the packs). Where and how can I install these pre-emptively so our users don't get these prompts?
