IE6 home page/proxy settings problem under XP pro

We are currently setting up a network with a Win 2000 Adv server and XP Pro Clients. For this we setting IE6's proxy settings through a GPO in AD users and computers at user configuration\windows settings\internet explorer maintenance\connection\proxy settings.

The problem we have is that the first time a user logs into the client the home page is displayed correctly and the rest of the internet works. All subsequent logins we get the standard "page cannot be displayed" message but hitting home, refresh typing in another url works and we connect to the net OK.

Proxies are set correctly and bypass local address is set. We have found the only way around this is to manually go into each user's internet settings where the proxy settings are already present and click OK, which seems to activate it. All subsequent further logins now work. As the network will have over 2000 users logging into over 100 machines this is not feasible, especially as we would like to disable access to internet property settings for our users (mostly school children)!

Any help around this problem would be greatly appreciated.
