IE6 file version reported as 0.0.0.0

I was called by a church to fix their Win98 computer because it had a lot of missing dll errors at boot. Several programs had missing files or errors...msvcp60.dll(McAfee 6.0) missing, mpr.dll corrupted, powrprof.dll missing, and estier.dll corrupted. Also, loadqm would cause a page fault, quickly followed by msmsgs causing a page fault, and finally explorer.exe causing a page fault. I was able to get all of the files restored using sfc, ran both a windows and DOS scandisk with surface scan - no errors from either, and ran both McAfee and Norton virus scans - no virus. I tried opening Outlook Express 6, but it crashed. Ctrl-Alt-Del, End Task ... good. Went to Internet Options in Control Panel ... completely froze computer. Booted into Safe Mode and tried opening Internet Options and got an Error opening inetopt.cpl(filename??? .cpl nonetheless). Then tried running IE 6 repair through Add/Remove Programs and got a message stating the file versions were too old and had to be at lease 6.0.20.??? and the local file versions were all 0.0.0.0 !!!
On top of all this, the mouse is jerky like there isn't any free memory, but the 400mHz system with 196mb PC100 RAM has virtually nothing running. I disabled anything unnecessary with msconfig. Strangely, systray.exe never was in msconfig that I saw, nor does it appear in Task Manager, but the systray is functioning.
