IE6 - 3rd Party URL monitoring application

I believe this is the right forum to post this issue. If not, please let me know. It really is a browser related issue, but please take a read through and judge for yourself. Let me start with a little needed background info...
An IE6 window is used within MS Money 2005 Small Business, although it doesn't show the buttons of IE6, etc.. (I believe it would be considered an OLE, as it is a different application used within the frame of another?). It requires a you to sign into your passport account to open the application. When loading MS Money, the user receives an error stating "Your security Settings do not allow the file to be downloaded", and then shows a 404 page can't be displayed message. The reason is that the PCs set to only allow file downloading from sites that are within the "Trusted Site" List. This list is deployed via Group Policy. When this policy is disabled, the pages load just fine, and MS Money works great.
The issue is that I don't have an easy way to see what sites are being loaded (even possibly files on the local PC using Money://...)
Is there some type of easy plug-in or other application that allows the interception of the urls being loaded, or will I need to monitor this at the firewall level? Is there a Free-ware/Open Source software firewall (like Zone Alarm) available that has adequate logging that would show what I am looking for?
I think what I am looking for would be a list similar to the "Privacy Report" that is within IE6, that shows the list of urls (many times third-party sites) being accessed to display the current page, although it would need to capture them constantly.
