IE5 SP2 and offline browsing

hi hope some one can help.

ok, i've created html mirrors, of config pages on a range of routers. They all work fine, however the company has restricted the file menu in explorer, hence when i open these mirrors, they open then the web page states page can not be displayed.

i checked on another Pc and this can be overcome, by setting IE to work offline, however i cant do this as i have no file menu.

any work arounds?? Just to get a request for access to the file menu can take up2 months -

any help appreciated
