IE5 on W2k, Problem with User Permissions? Help!?!

I've got 6 W2K workstations connected to a Win NT 4 server/domain. The normal user permissions for the users of those workstations limit a number of things, including adding/removing programs, etc. In IE5, the windows that pop up saying "You're about to be redirected to another site...etc" and have the option to check a box to "not show this window again," keep popping up, even though that box has been checked. This does not happen when logged on as an administrator on those same computers. I'm sure there some sort of permission setting that I need to set, but I don't know which one it is or where to find it. I'd like to keep as much security and limit as much access as I can while getting rid of that annoying popup. Can anyone offer some advice on how to do that?
