ie5.5 view menu does not show all items.

I have two computers running 98se.One has a 650 athelon the other 1.3 pentium 4.If I download from an ftp site with the one that has the pentium the items come back as icon which I can then double click and save to my directory.on the one with the athelon, when I download, the items come back as a list. I have gone to view on the one that downloads the list and the drop down box has 10 items, toolbar,status bar, explorer bar,go to stop,refresh,text size,encoding,source full screen. On the one that downloads the icons,the view menu has view,tools,status bar,as web page,large icons,small icons.list details,details,customize this folder,arrange icons,line up icons,refresh,folder options.As you can see the athelon that downloads the list has several items missing.How can I make them the same,and is this an option setting that is causing it to list instead of displaying the icons?Any suggestions would be grateful.
