IE won't open web pages

I just upgraded a computer, Win98, using IE 4, about half the time it will not open any web pages. Using a Creative modem blaster Flash PCI Di 5630 modem, with tha latest drivers from Creative. Any ideas to help me out?
Also, where do I get a copy of IE6?
