IE website blocking

Greetings
I need a way to block specific websites within IE. Pop ups mainly. Win2K. I can not download any external program. I am attempting to keep all web based chat services out of the Windows system, cant have data entry people chatting. Their data entry is done straight into an internet site. Any suggestions? PS im a Mac Person, so this whole Windows thing is confusing. But my temps are on the cheap machines. (PC). :)

Your choices are:

1. What comes with Internet Explorer and Windows:
. Enter the blocked sites manually in Internet Options, Security, Restricted Sites;
. Enable Internet Options, Content, Content Advisor, and set it as needed.
. For popups, you would need XP and Service Pack 2.

2. A third-party program(s).
