IE tries to download (not display) any link / address

I don't have the computer with me as I write this so it's a bit sketchy.

I type a web address of a folder on a site and IE pops up a download trying to save a file rather than finding the index.htm etc. The file it thinks it is downloading is made up of the address typed in with a .htm extention tacked on the end. eg
Even if the full address of the correct file is typed in (eg. IE will attempt a download and then display an error message.

Does this ring any bells with anyone?

I have passed on your suggestions to the owner of the laptop as I don't have the time or access to implement all your suggestions. He has decided that he doesn't have the technical proficiency to implement the suggestions either so I believe it being refered to a service professional.

If I am able to get a report of the exact cause and solution I will post it here for the information of others who may end up here with the same problem.
