IE proxy server settings keep reappears after I remove them

I have a Windows 2000 small business server. The problem that I am having is that all workstations proxy settings are being populated with the server's IP info.

If I manually remove the settings after a while they go right back to what they were before. I have gone through group policy but can't seem to find anything anywhere forcing this setting.

Could it have something to do with a ISA setting???

Any ideas would be great. Thanks

on the client side do a rsop.msc to see what policies are beeing enforced.
