IE & privacy reports

I have a file header.php, which contains a link to the p3p.xml file in my directory, using:

<html>
<head>
<link rel="P3Pv1" href="</head>
</html>

When you view the privacy reports for the site, each page with the above link is automatically blocked. I have my block settings to medium, so that sites without privacy are blocked, block sites that use personal info without my consent.

My p3p.xml page simply states that the info is only used for this site, and the site uses cookies.

Why is it that the pages occasionally work, but are mostly blocked?

Just off the top of my head, I'm guessing that the problem may be with the way your cookie is written. Is your cookie written in PHP?

Maybe you could post some of the code?
