IE password POPup and Outlook Express Startup

When trying to access a site that requires HTTP authorization, Internet Explorer seems to hang for atleast 2 minutes, then it shows the popup box for the username/password entry.

I have noticed that it takes Outlook Express just about the same time to load up.

Win2k, IE/OE 6.0

Any ideas why it would hang like this?
