IE or Win 98

I need to know how to limit access to certain web sites for a company. I am using IE 6 and Win 98. I only want people to be able to access about 6 ot 8 sites and no others. Do I do this in IE or Win 98. Thanks

Ideally you block sites using your firewall or proxy server, but failing that, IE does have a content controller (go to tools --> internet options --> "Content" tab --> click enable)
