IE opens to desktop

No matter how I run IE (from desktop, start bar, .exe, etc) it opens up at the desktop. If I try to open a site directly by typing it in the address bar or in the run comment, it redirects to the c: drive root.

I've verified the home page
Verified the proxy settings
Searched the registry for references to 'desktop'
Reinstalled IE

Got any ideas?
