IE not downloading over 56k dialer 1

Hi,
I have broadband which is rather nice and quick, but my dad recently asked for help with his 56k modem. He can start IE and get to some pages, Google, for example, but he can't reach his homepage (boltblue) or any other large pages. The globe icon keeps turning in the corner of the screen, but there is no data being sent or received and the 'two screens' icon at bottom right stays dark, and the modem Tx and Rx lights stop flickering.
I guess this is something to do with the amount of data being retrieved as Google works straight away (although some searches don't work) and the large homepage pages fail.
I know that 56k seems incredibly slow anyway nowadays, but this has rendered the internet unreachable on the PC.
Does anyone have any advice on this problem at all?

Click Start, and then click Run.
Type regsvr32 urlmon.dll, and then click OK.
When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.
If this does not resolve the problem, repeat the steps for each of the following files, replacing Urlmon.dll with each of the file names below:
Shdocvw.dll
Msjava.dll
Actxprxy.dll
Oleaut32.dll
Mshtml.dll
Browseui.dll
Shell32.dll (Windows XP and Windows 2000 only)
