IE not downloading images

This is IE 5.5 running on Win2k SP3.

If you go to a web site the image placeholder is there put no pictures and the IE icon is moving and it says downloading "xx of xx" but the pictures never download, meaning a red x never appears.

Now if you go under a different user, everything is fine. It is just this one users profile that is not working.

I made sure the check box for show pictures was checked.
The security settings are right.
and it is set up to get on to the lan correctly.

anyone have some ideas or suggestion on how to fix this?

Have you tried deleting the user's profile and recreating it?
