IE makes a blank pane when opening a new window in 98SE

When I click a link or right clicking and opening the link in a new window, a new IE window comes up but it's blank (see through). I have to hit escape to stop loading and then hit F4 to refresh the page and then it works. I tried the fixes in some of the other threads (regsvr32 blahblah.dll) and they don't work. I am using IE6 but i had IE5.something and upgraded to 6 to fix this problem. I ran IE6 repair but it didn't help.

I am running
Internet Explorer 6.0 (problem started on 5.5 i think)
Windows 98 Second Edition
Pentium II 400 mHz

please help!
