IE load up page always at Dell. How do I change it?

Hello everyone. I am a first time poster so I would really appreciate it if someone can help me.

I have a Dell PC. Every time I load up my IE, it brings me to the a Dell website with ads. Most annoying thing is that there are pop-ups at the site too. I cannot seem to get it to go to my own chosen homepage when I load up my browser. I went under Internet Options to change my homepage, which my IE does go to when I click on home, but not when I load up my IE.

I think this is unfair for Dell for putting this in my browser and forcing me to go to the website every time I load up. Please help me get rid of this problem so that it'll go to my own chosen homepage on load up. Thanks for any help in advance.
 
Dell has probably inserted a small program which runs at startup. See faq608-1148, or, maybe more simple, start looking in the registry in
H_L_M\Software\Microsoft\Windows\CurrentVersion\Run and RunOnce
