IE Internet Options error

I get this message when I try to enter Tools/Internet Options.

This operation has been cancelled due to restrictions in effect on this computer. Please contact system administrator.

This is my home PC. Any help would be greatly appreciated.. I've also tried reinstalling IE6 and ran Lavasoft Ad Aware..
 
This should fix it. With all IE browsers windows closed click start--run--type regedit and click ok. Doubleclick on each of these:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

Open the Restictions key and look for NoBrowserOptions in the right pane and delete it. Then close regedit and restart the computer. It should work properly then.

Or in regedit click Edit then Find and search for NoBrowserOptions and delete it from the right pane when it's found.

 
Is the inetcpl.cpl file in the system32 directory? If the file is missing this will cause the error to appear. joegz
