IE / IIS and SSL ( with Netscape thrown in )

I have set up an IIS server on the network and using MS Certificate Server have set up SSL on it.
When i try to connect to it using HTTPS using IE - I can see http packets from my PC to this server as well - they are blocked at firewall. It takes about two minutes to get the certificate , once installed it works OK.
If I allow HTTP through the firewall it gets the certificate instantly and works.
I have also tried using Netscape and it gets the certificate first time using HTTPS, with http blocked through the firewall - any ideas ?
