IE goes direct in to fullscreen mode (F11)

User is experiencing an odd behavior. When the user launches IE6 on thier XP workstation. It goes directly into full screen mode (F11). The user has to press F11 every time to get out of it. Yes if you close the browser and relaunch it goes back to full screen mode. The user has to press F11 everytime to enter a URL address. I don't know how to revert it back to the default settings? How this happen and how can I change it?
