IE Explorer Painfully Slooooooow!

I'm having serious problems with my computer at the moment, I may have caught something, but the latest virus checker has found nothing. I have a 1.8GHz PC with 384MB RAM, there should be no problems with it in terms of speed. Internet Explorer is the main program that is painfully slow, everytime I go to a web page that window freezes, if I am running another window this is fine. Also, I seem to be getting pop-ups coming up from out of nowhere, when on Ebay I get all sorts of pop-ups appearing, as far as I know Ebay does not have pop-ups on their website.
One other thing, just when I have started up my system and into Windows it is also painfully slow. In Windows Task Manager it is using up 100% of the CPU, this occurs for a couple of minutes and then calms down, it never hapened to me before though. The task using up the 100% is DellMMkB, I think I need this, don't I? Any help will be very much appreciated that will help me fix my IE problem. Maybe I have a program running which I do not need which is the cause of all these pop-ups? Biffo, the Godfather of making mistakes in life. Just one more thing, when I load IE is takes a long time to load up, and when the program does freeze for a while it only freezes for about 20 seconds, and when it does more than likely a pop-up appears.
