IE Exp 5.5 Not Browsing

I received a new PC with Win 98 loaded incl IE 5.5 and configured it to operate on our Lan [NT 4.0 server]. I then configured IE 5.5 exactly the same as my previous PC [they are currently side by side] and the new one cannot browse - that is the IE window comes up but it cannot access any webpages ... same login script - same data link [to cable] .. the new one can 'see' the server . This is the 2nd new PC this has happened on [hard drive blew on the other one after 2 weeks]. 3 of us are stumped and would welome ideas.
 
I had forgotten that 'Proxy' needs to be enabled but not checked therefore Start\Programs\Microsoft Proxy Client\Setup and it will install.

For our system I then had to go into IE Tools\Internet Options\Connections\Lan settings\ .. and check the 'proxy server' box and it should grab the address and port settings if it already hasn't ..... then uncheck the 'proxy server' box and click OK to keep the settings.

IE should now browse. Hope this helps.
