IE Error Messege

My Sis in Law started her computer this morning to find this error: "Initialization failed error # 2147467259". It also happens when she tries to open any application.
She's using Win ME. The last thing anybody did the computer was 2 days ago when her ISP (Sympatico) upgraded her High Speed. She's also getting script errors (30). Could they be related?
She tried reinstalling ME but it just frezes up.
