IE encoding problem with CR 8.5

Our web application use ActiveX Viewer On IE to access report written in CR 8.5. We encounter a serious problem when user change the encoding on the IE. The problem can be easily created by firstly, open a report on the browser. Secondly, change the 'View'-'Encoding' to something else. The report will attempt to reload but no response. In fact, the IIS Application is already terminated and all users sessions are terminated. Anyone experience similar problem. Pleae help.
