ie displays xhtml source to document

ie(5.5) is displaying my xhtml page as source. I am using the following declarations:

<?xml version="1.0" encoding="iso-8859-1"?>
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "

http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

<html xmlns="

http://www.w3.org/1999/xhtml">

<head>
<title>Courses</title>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" />

it works fine in netscape/opera and it was working for a while in ie.

try changing this line
<html xmlns="

http://www.w3.org/1999/xhtml">;

to this

<html xmlns="

http://www.w3.org/1999/xhtml"

xml:lang="en" lang="en">

Also try taking out the semi-colons after the html xmlns tag and the Doctype tag
