IE Display problem

Ok so I've got a clients PC that will not display backrounds or pictures correctly regardless of wich version of IE I use or which active X controls I use. Most pages come up with black lines (boxes) around everything. Some backround images come up, some don't. All the obvious reset settings were done. I still get the same display even after upgrading to IE 8. Windows schemes and display setting are all correct and reset.

Any Ideas?
 
Sound like you've got a high visibility / accessible theme enabled somehow?

Check the display & accessibility control panels.
