IE Content Advisor Problem

Logged in as admin, I changed the content advisor settings in IE to disable all sites except specified allowed sites. I did this through the IE content advisor running a noaccess.rat file. The problem: These settings work fine as admin, but as soon as another user logs in (not admin) the allowed sites are blocked and the settings that were set up as admin seem to disappear. It seems to be a permissions problem since it works fine as admin. Is there a place in the MMC where I can allow these settings to propogate for all users on the PC not just admins? I just need these settings to work for one pc only. Any feedback would be appreciated! Thanks.
