IE cannot display page

IE 5.5 was running fine on my NT4 Server but has now stopped working! The error page shows the message "cannot display page . . etc." Connections can be made from any of the workstations and computers on the system, the server can do Norton LiveUpdates etc. but it simply refuses to connect using Internet Explorer. Where do I start looking for solutions?

Suggestions:
-Delete all Temporary Internet Files and Temp files
-Check Firewall to make sure port 80 is not blocked
-In system Policy Editor (Default Computer) check for something regarding internet connections (sorry I can't have it open in front of me at the moment) and make sure that there are no check marks or white boxes.
just a few thoughts.
