IE cannot brpowse non-English webpage and forced to restart

Whenever I click on View > Encoding in IE, I got following error message pop-up and IE will be forced to restart. Can somebody help on this? I am using NT 4 sp6a & I.E. 6.0 sp1.

and needs to close. WE are sorry for the inconvenience
