IE bust after windows update

Just a few weeks ago, I finished downloading/installing a windows update, and immediately after internet explorer wouldn't work, I got the "internet page cannot be displayed" screen. Can anyone help me find the problem?
 
I'm betting that the winsocks got corrupted, to fix that in VISTA do the following:

Click on Start button.

Type Cmd in the Start Search text box.

Press Ctrl-Shift-Enter keyboard shortcut to run Command Prompt as Administrator. Allow elevation request.

Type netsh winsock reset in the Command Prompt shell, and then press the Enter key.

Restart the computer.

You could also look at something similar to this.
