IE and netscape issues when pressing tab on radio buttons

Arrow keys maneuver thru radio buttons in both IE and Netscape. But when you press the tab key, IE takes you to the next text field (after radios) and Netscape goes to the next radio. How can I get netscape to exit radios like IE? Is there a way? Thanks.

All I can think of is to use javascript to control where the user will go after hitting a certain key. Why not try that out, then it will work the same in IE AND Netscape.
