IE 8 won't prompt for a username and password (and it should)

We have a hosted SharePoint site. It's not in our domain, nor are the logon credentials similar between the local domain and the hosted SharePoint site. It used to be that users would get the UN/PW prompt and if IE had the UN/PW combo saved the user would just have to click “OK” because their credintals were already filled in. Now, if a user at any point clicked the “Remember my credentials” checkbox (it seems to be restricted to windows 7 clients) they are no longer prompted at all. No prompt whatsoever. Here is the weird thing, I kind of, but not completely, understand why it’s happening. We have a proxy server. In order to not interfere with anything that the hosted SharePoint site does, we have that site set to bypass the proxy. Here is where it gets a little bit funky. If IE8 is set to automatically detect local intranet sites, anything that bypasses the proxy is considered a local site. Local sites by default are set to automatically log on. So, this sort of explains what’s happening except for 1 fact. I’ve gone into IE8 every way I can to delete the password it has stored for the SharePoint site, so that it would prompt for a UN/PW rather than just automatically logging on, but it keeps being able to log on with no prompt! I’ve deleted stored passwords through the normal “Internet Options – Browsing History – Delete” I’ve deleted them through “Internet Options – Content tab – AutoComplete – Settings – Delete AutoComplete history” I’ve even reset IE by going into “Internet Options – Advanced – Reset”, heck, I’ve even done the reset that deletes all the personal settings and pretty much resets IE to the “out of the box” state. I’ve even installed CCleaner and had that program clean out IE. No matter what I do, the next time I navigate to the hosted sharepoint site, I get right in with no prompt whatsoever for a username and password. The only way I have found to get around it is forcing the site into “Trusted Sites” which we have set to “Prompt for username and password”. It’s not a big deal, but it’s really funky. I can’t figure out for the life of me where IE is getting the username and password from. I've even tried the IE Pass Viewer to remove it to no avail.
Any advice?
