IE 7 tabbed browsing misbehaving badly

In IE 7, at least on my computer, the tabbed browsing is not behaving as advertised. Somehow it's not organizing cookies properly.

I had an online banking session opened, then closed the tab. I opened a new tab, went to log in to the bank again, and I got the error (from the bank server) "You already have a live banking session--you must log out of that first...blah, blah"

Now, I could open another *instance* of IE7, then log onto that bank fine. In fact I did this on and off 3 times successfully--by opening a new IE7 window and then closing the whole window. But that same original window of IE7 would not let me open a tab and log onto my bank.

Now, the question is: Have I misunderstood the advertised features--that is, I understood that each tab would be it's own entire IE instance--that just happened to be contained in the same parent window.
OR...is this a bug?

The tab session is tied to the IE instance in which it is opened.

You can test this by opening a new IE Window and creating a entirely new set of tab instances. If you then do a tab listing (right click either icon next to the gold start with green plus sign) your original window's tab contents are not shown. You can click the red X at top right, close all tabs, and your original window and all tabs will then appear.

As for the secure site issue you raised with your bank example, as far as I am concerned it sounds like a bug. Whether the bug is from IE 7 or the bank software I cannot tell. But as the above testing should show there is a tie to the window in which the tab entries are created, and apparently, at least in this case of a secure connection to your bank site, the connection persists in some form even when the tab instance is closed but not the underlying host window.
