I have Terminal Server running on Server 2003 and about the middle of last week somthing happened that Users can no longer download anything from the internet (PDF, exe, zip etc) but administrators can. Enhanced security was not installed at the time this happened and i could find nothing in GPO's that were causing the issue. We have since reinstalled Enhanced security for Administrators only hoping this would resolve the issue but it has not. We still get the message that Enhanced security is installed. We are not wanting to download programs but the users do need to get PDF's etc. Any thoughts would be appreciated.
