IE 6 Won't open pages in new window!?

Just as the subject says, IE 6 will not open a page in a new window. Whether it be that I'm clicking on a link that attempts to open in a new window or if i right click and select 'Open in New Window', it just doesn't work anymore.
It's almost as if I have some sort of built in pop up killer that I can't turn off.
This problem began happening when I installed at&t's internet software. But I couldn't find anything in their documentation that would suggest some sort of pop up killer.
This is really really frustrating. I've had to resort to using alternative browsers... but I'd rather use IE.
I'm running Win 2000.
Anyone have a similar problem?
I did see this posted elsewhere, and attempted the fixes mentioned, but to no avail.
 
check:

Tools>Internet options>Advanced and see if you have "Reuse windows for launching shortcuts" checked.
