IE 5 & 6 Cannot use Data Sort Tool

I have an excel sheet that is available on my Intranet. When users navigate to it they then have an additional button in the menu at the top. In this menu they can sort the excel sheet.

Problem is I have some users who can click the menu option but the menu never expands (yes the menu is active). Then I have some users who can click on the Data menu but cannot click on the Sort option that appers (yes that menu option is also active).

Any ideas why this would not work? It happens on both W2k and Win98.
