Are you able to ping any of the sites you are trying to open? Assuming you have a good network connection, check the encryption level by clicking help, about Internet Explorer and checking the Cipher Strength. If it is 0 you have a problem. To fix a 0 Cipher Strength check out this link:
I have the same pb with explorer Version 5.00.2920.000.
The PC is installed on a small network. It does establish the connection with FAI automatically, but IE doesn't load any page. Target sites do ping, but the status bar shows ie will look for DNS such as 0.0.0.X , where x is a value between 1 and 9

In my case, I finally found I had a passerelle IP adress conflict generated by a test version of Avirt Suite 4.2 I had tried for internet connection sharing.
Desactivating Avirt was not enough. I had to completely desinstall it.
