IE 4 Proxy Server settings are being disabled

I have some users that cannot always connect to the Internet because the proxy settings are being disabled.  Even after I check the proxy server checkbox to enable again, they are disabled again after a reboot.  Happens on Win95, 98, NT4.  Anyone run into this before?

Hello<br><br>This may sound silly, but boot into Safe Mode.&nbsp;&nbsp;Set your proxy settings in Safe Mode.&nbsp;&nbsp;Restart the computer and see what happens.<br><br>Good Luck<br><br>
