idiot question....mod_rewrite

Okay, so I know that if a user wants to restrict file access, they put mod_rewrite rules into their .htaccess files. Where do I put the rules if I want them executed accross all directories? And once they are in this mystery file, do I have to rebuild apache or will just a simple restart work okay? Thanks.

You can put those rules in .htaccess file on your document root directory. This will apply to all sub-directory under the root directory.

If you can access the httpd.conf file, you can put it in httpd.conf as well. But you will have to restart apache for this.
