Why when I create Master Pages, then pull them down using the pallet, then attempt to modify the pages IE: add the text. Do I have to unlock the page? If someone could explain a purpose for this I would greatly appreciate it.
Everything on the Master pages become locked.
I guess it's so you can't, by accident, move anything (graphics etc.)
You don't have to place text frames on the master page.
The text frames are created when you place your text via the loaded cursor.
Having said that. I always put text frames on my master pages. and link them.
Then under Layout>Layout Adjustment tick ensure layout adjustment. (before you touch the master pages) that way if you change your margins etc then your actual pages will change with the changes on you master pages.

I always put the text box on the master page so I can tell exactly where it will be on each page. In my work using the "loaded cursor" isnt functional. I was hoping someone could explain, what the purpose of it was.

Explain the purpose of what? The loaded cursor? or the Locking Masterpage items?
Locking Masterpage items prevents you from accidently move them or delete them.
To unlock an item on the Masterpage, simply hold down command+shift then click on the objects you want to unlock.
But once I put in my text then its no longer linked to the master page. So If i end up needing just another 1/4 inch of my text box moved over, I have to redo it on EVERY PAGE. Quark does it.
Make a text box on a master page, drop the master page on all blank pages or add new pages from master. As long as you dont *move* (you can import text to your hearts delight and modify it) the box manually on the individual page you can change it as much as you want on the master. It will update ALL the other pages. How do i do this in InDesign?

What I do is, make a new Document with Master text Frame selected (so the text frames are already on the master pages). The before anything...
I got to Layout>Layout Adjustment and make sure Enable Layout Adjustment is ticked on, (so that anything Change in the master pages effects the text pages). Then I set up my Master Pages to suit.
Altering the Margings only (the text box will move the match the margins).
I then go to Page 1, then without anything selectedFile>place, I then get the loaded cursur, and with my shift key held down click the loaded cursur in the top left hand corner of the pink margin (that will flow all of my text in).
Now, if I have to change the magins I change them in the Master pages, which will change in the text pages.
It's a bit of a long way around things compared to Quark but it works.
