IDD call barring handling

hi

i have a system where they want to bar international calling but let some users have it some of the time, what have people done in this instance to handle this requirment.

Currently all users barred from international with a couple that have permanent access.

In the user form, you need to create a shortcode to allow that user. User shortcodes override system shortcodes.
