IDCS rectangle frame tool

Anyone know what's the difference in the rectangle frame tool and the plain ol' rectangle tool?
 
Can you put content in both?

Why is everyone in this forum responding to me as picklefish?
 
The latter will have a stroke by default and have no content type, the former will no stroke by default and will be a picture frame. And if you draw a framw with the text tool, you get no stroke by default and text content. Since any frame can be converted to any other type of frame with a simple right-click, and since the rectangle tool will accept any type of placed content (since its type is undefined), it doesn't matter a whole lot.
