IDC or DCP?

I have an Option 81C rls. 3 connected to an Avaya GR3 via a T-1 programmed as Tie lines (not DID). My 81C is going to 7 digit dialing the Avaya is not. What are my options for the Avaya? Right now they dial 3XXX and the calls are routed to the Option 81C telephones. When I go to 7 digit dialing the new numbers on the telephones would be NXX-3XXX. I am looking for the best low risk way to do this. I am dealing with two different vendors.
 
I want to make sure I understand the traffic before making a suggestion. The users of the option 81 will have to dial 7 digits to call the phone number to them. You have users on the Avaya system who you want to continue to use 4 digits when calling over the tie to users on the 81?

If this is the case, and there are no conflicts in digits, I would build a cdp of 3 with the RLI pushing the call over the tie and a DMI inserting the first 3 digits of the option 81 thereby giving you the 7 digit dialing
