IDC and CTD

On my Meridian we allow users with CTD class of service to dial an access code "XX" and then dial a 5 digit extension. When I built IDC data in LD 49 all CTD uers could no longer dial digits after the access code. How can I fix this issue, without removing the IDC data table?
 
did the ld 49 addition affect which RLI these users accessed?

It stopped the CTD users from dialing anything that was accessable using the ACOD, such as Pag and calling a remote site.

Before
Calling PBX B from A, PBXDialTone+ACOD+5 DIGITEXTENSION = Completed call

After
Calling PBX B from A, PBXDialTone+ACOD after pressing the next digit we get reorder.
 
When you set up idc did you set FCR data also ?
That will restrict you to dial access codes with a ctd class of service.
Try in ld 49
